24 state-specific HOA correspondence drafts: four each for North Carolina, Texas, Florida, Ohio, Virginia and South Carolina.
Routine correspondence, not enforcement
These are original drafting aids, not attorney-reviewed forms or a compliance guarantee. This release excludes condominium and cooperative associations, fines, statutory enforcement, debt collection, liens and foreclosure. Formal meeting and hearing workflows below are held and cannot be selected for export.
Legal-source review: October 22, 2026. Confirm current law, recorded governing documents, association type, creation dates, exemptions, current policies and delivery requirements before use. A parcel record does not prove membership or identify the proper legal recipient.
Choose the correct direction
Association-to-owner letters: use a verified membership/owner list you are authorized to use. Confirm the sender’s authority. Individual concerns and assessment reminders are limited to one recipient/property per export.
Owner-to-association records request: import or edit ONE record so Owner / recipient is the verified association or records custodian and mailing lines are its verified delivery address. Keep your member-property parcel ID and state with that row. Do not send the request to a parcel owner.
For an owner request, use your own name in Organization and Signer, and your own return address. In Project, enter the association/community name. No data is sent until you independently send your downloaded letter.
Fill all displayed fields, inspect the merged preview and every PDF, then sign and deliver only through the correct process. Save delivery evidence separately. The tool neither calculates proof of service nor mails notices.
North Carolina
Chapter 47F generally applies to North Carolina planned communities created on or after January 1, 1999. Post-1999 communities with no more than 20 lots, counting all development-right lots, or exclusively nonresidential lots are exempt unless the declaration opts in. For pre-1999 communities, the listed provisions in §47F-1-102(c), including meetings, fines procedure, assessments and records, apply unless the articles or declaration expressly provide otherwise; they govern post-January 1, 1999 events and do not invalidate existing declaration/bylaw/plat provisions. A pre-1999 community may opt into the chapter under §47F-1-102(d). Review the actual recorded documents and amendments, formation date, lot count and use; do not assume every association falls under Chapter 47F.
Condominium distinction: Condominiums are governed separately by Chapter 47C. §47C-1-102 applies the chapter to condominiums created after October 1, 1986 and specifically applies meetings, fines procedure and records provisions to older condominiums for later events notwithstanding conflicting documents. Do not use Chapter 47F thresholds for condominiums. Routine informational forms may be adapted only after actual condominium documents are reviewed; the released NC records form is planned-community-only.
North Carolina HOA Common-Area Maintenance Advisory
Share the schedule and expected effect of already authorized common-area maintenance. For an authorized association representative communicating with a verified owner. Routine communication only; does not assume that statutory enforcement procedures apply. Work must be confined to common areas under the association’s verified responsibility. Source review: October 22, 2026. Not attorney approval; check the HOA guide before use.
Use the actual approved schedule and clearly mark completion as estimated. No universal statutory advance-notice period is claimed.
Use established association communication channels and the correct affected owner list. A courtesy copy does not replace a required service-interruption, government, utility, contract, access, or emergency notice.
This is an editable information template, not a state-issued form, legal opinion, proof of compliance, or authorization to send. Applicability and the facts must be checked before use.
Verify the work is approved and the association has responsibility for the identified common area.
Do not use for entry into a home or private lot, towing, eviction, mandatory relocation, utility shutoff, adopting rules, special assessments, or suspending an owner’s privileges as discipline.
Do not invent a contractor, permit, cost, safety guarantee, reopening commitment, or owner obligation.

This advisory concerns the described common area only. It is not notice of entry into a home or privately owned lot, a new rule or assessment, a penalty, or an association meeting notice.
North Carolina HOA Courtesy Maintenance Reminder
Ask an owner to discuss or voluntarily address a documented concern without imposing a sanction or formal cure period. For an authorized association representative communicating with a verified owner. Routine communication only; does not assume that statutory enforcement procedures apply. Source review: October 22, 2026. Not attorney approval; check the HOA guide before use.
No statutory cure period is supplied. Do not describe a chosen response date as legally required.
Use the verified owner contact and governing-document communication method. Do not claim formal service or substitute this reminder for a required hearing or enforcement notice.
This is an editable information template, not a state-issued form, legal opinion, proof of compliance, or authorization to send. Applicability and the facts must be checked before use.
Verify that the cited provision actually applies, is currently enforceable, and addresses an owner responsibility rather than association-maintained property.
Do not add an automatic fine, assessment, access suspension, lien, foreclosure threat, or admission of violation. Handle disability accommodations and other protected rights individually.

We are contacting you about this condition observed on {{hoa_nc_observation_date}}: {{hoa_nc_observed_condition}}.
The association document relevant to this concern is {{hoa_nc_document_reference}}. Please review the condition and consider this response: {{hoa_nc_suggested_action}}.
If the information is incorrect, the matter has already been addressed, or you need to discuss an approval, accommodation, responsibility for the work, or another circumstance, please contact {{hoa_nc_contact_name}} at {{contact}}.
This is a courtesy communication, not a notice imposing a fine, a statutory cure notice, a hearing notice, or a demand for payment. It makes no finding of a violation and does not set a new enforcement deadline. Any formal action would require a separate review of the governing documents and applicable procedures.
North Carolina HOA Owner Records Inspection Request
Prepare an owner-to-association request, not a bulk notice to parcel owners. An owner or authorized owner agent in a North Carolina planned community to which §47F-3-118 applies. Not a condominium template. Review Chapter 55A and the bylaws for the particular record and request. Source review: October 22, 2026. Not attorney approval; check the HOA guide before use.
Where the Chapter 55A inspection procedure applies, give written notice at least five business days before the desired inspection date. This is advance notice by the owner, not a five-day delivery deadline for the association.
Single-recipient owner-to-association letter only. Verify the owner/sender identity and the association records recipient or authorized manager. Never use a parcel-owner mailing list as the destination.
Keep a copy and evidence of written delivery; account for receipt timing. Do not assume a mailing date equals receipt.
This is an editable information template, not a state-issued form, legal opinion, proof of compliance, or authorization to send. Applicability and the facts must be checked before use.
Describe a good-faith, proper ownership-related purpose and identify the records precisely. Inspection is at a reasonable time and place specified by the association.
Do not demand privileged, confidential, unrelated personal data or unrestricted redistribution of membership lists. Do not promise free copies or threaten automatic penalties.
§47F-3-118(a) separately requires the annual income/expense statement and balance sheet to be made available without charge within 75 days after fiscal year end. That is not a 75-day response deadline. A binding unpaid-assessment statement has a different §47F-3-118(b) procedure, excluded here.

I own the property identified above and request an opportunity to examine and, where permitted, copy the following association records: {{hoa_nc_records_description}}.
I make this request in good faith for this ownership-related purpose: {{hoa_nc_proper_purpose}}. The records identified above relate directly to that purpose.
I propose {{hoa_nc_proposed_inspection_date}} for inspection, at a reasonable time and location specified by the association. Please contact me to confirm arrangements or propose a reasonable alternative. If appropriate copies can be provided electronically, please let me know. Before incurring copying or production charges, please provide an estimate.
This request is made under the applicable records provisions of G.S. 47F-3-118 and Chapter 55A, together with the association's bylaws. It is not a request for a binding statement of unpaid assessments under G.S. 47F-3-118(b).

North Carolina HOA Upcoming Assessment Reminder
Restate an already approved, not-yet-due regular assessment without creating a debt or invoking collections. For an authorized association representative communicating with a verified owner. Routine communication only; does not assume that statutory enforcement procedures apply. Not for past-due, disputed, collection, special-assessment-adoption, or payoff matters. Source review: October 22, 2026. Not attorney approval; check the HOA guide before use.
The existing due date must be in the future when the reminder is sent. It comes from a verified approved schedule, not this template.
Do not add a new grace period, acceleration date, default date, or collection deadline.
Send privately to the verified owner using an established communication method. Verify payment destination independently; do not insert new bank details or payment links from unverified messages.
This is an editable information template, not a state-issued form, legal opinion, proof of compliance, or authorization to send. Applicability and the facts must be checked before use.
Verify approved amount, period, allocation, due date, sender authority, and established payment destination. Exclude late fees, fines, interest and attorney charges.
Do not use this template for delinquency, disputed accounts, debt collectors, liens, foreclosure, or a binding resale/payoff statement.

Formal workflows held: not exportable
Planned Community Member Meeting Notice — Review Required
Do not release until actual governing documents, association applicability, calling authority, agenda-specific procedures, recipient list and legally permitted delivery are reviewed. The current general parcel-owner list cannot certify membership or designated notice addresses.
Give notice no fewer than 10 and no more than 60 days before the meeting. Verify actual service and governing-document requirements; the notice date alone is insufficient.
At least one association meeting is required annually. Special meetings may be called by the president, majority of executive board, or owners holding 10% of votes or a lower bylaw percentage.
Budget ratification under §47F-3-103(c), where applicable, is a separate process: summary and notice within 30 days after adoption, meeting 10–60 days after mailing, and a statement that ratification may occur without a quorum. Do not reuse this generic body without those elements and applicability review.
The secretary or other bylaw-specified officer causes hand delivery, prepaid U.S. mail to each lot address or a different address designated by the owner in writing, or electronic delivery to an email address designated by the owner in writing.
Posting on a website or mass email without written address designation is not a substitute for the listed method.
The notice must state time, place, and agenda, including the general nature of proposed declaration/bylaw amendments, budget changes, and proposals to remove a director or officer.
Verify all owners, ballots/proxies, quorum, eligibility, agenda-specific materials and separate approval rules. Remote-only meetings need separate authority review.
Condominiums use §47C-3-108, including a 20% owner special-meeting threshold, not this 10% planned-community threshold.
Planned Community Hearing Invitation — Review Required
Specific declaration procedure, enforcement authority, evidence, delivery, hearing timing and proposed action remain association-specific. Legal review is required before converting this research draft into an operative hearing notice.
The current §47F-3-107.1 text requires charge notice, opportunity to be heard and present evidence, and decision notice. It does not prescribe a universal number of days before the hearing. Do not borrow a 10-, 14-, or 30-day deadline from another state or an unpassed bill.
A panel decision may be appealed to the full board by delivering written notice within 15 days after the decision date. This is not a pre-hearing cure period.
Verify the declaration, bylaws, applicable notice law and proof of delivery. Do not assume member-meeting service rules automatically govern an enforcement hearing.
A panel must consist of association members who are neither officers nor executive-board members.
No automatic fines, daily accrual, lien, foreclosure, service termination, or collection language is authorized by this draft. The statutory five-day language concerns post-decision daily fines, not a universal cure period or pre-hearing deadline.
Condominiums require a separately reviewed §47C-3-107.1 template.
Chapter 209 generally applies to mandatory-membership residential subdivisions with recorded restrictions authorizing regular/special assessments on all or a majority of property (§§209.002–209.003). Check actual documents, corporate form and provision-specific exceptions. Qualifying pre-1974 mixed-use master associations without fine authority and certain public-information-law associations have exclusions. No general declaration-date cutoff is invented.
Condominium distinction: §209.003(d) excludes condominiums defined by §§81.002 or 82.003. These are HOA, not condominium, templates.
Remind an owner of a verified upcoming, already-approved regular assessment, not delinquency or collection. TX qualifying residential HOA only; verify state applicability and governing documents. Source review: October 22, 2026. Not attorney approval; check the HOA guide before use.
Use only before or on the verified due date. Past-due balances require a separately reviewed workflow.
Use the established assessment-notice method and verified owner recipient. Do not change delivery preferences.
Ready means a usable draft, not legal approval, successful service or guaranteed compliance. Verify facts, recipient and governing documents before use.
HOA/planned-community only, not condominium.
Do not add automatic penalties, debt-collection escalation, lien or foreclosure language. Do not invent deadlines.
Resolve every merge token and verify sender authority; no automated sending.
Reconcile payments; confirm valid adoption, amount, due date and existing payment instructions.
Not a §209.0064 third-party collection notice or credit-reporting notice.

Inspection election: written notice of inspection dates is due on or before the tenth business day after receipt, not necessarily the inspection itself.
Copies election: production is generally due by the tenth business day after receipt, subject to statutory exceptions.
If unable to produce, §209.005(f) requires written extension notice with a production/inspection date no later than the fifteenth business day after that notice. Calculate only from proven receipt.

Annual / special member meeting notice
Governing documents, legal form, meeting/voting authority, recipients and service plan need review. Not a send-ready notice.
§209.0056(a): meeting vote/election notice 10–60 days before; (b) overrides contrary dedicatory requirements; check (c) and §209.003(e) exclusions.
Without a meeting, §209.0056(a-1) instead requires notice at least 20 days before the latest ballot deadline.
§209.014(a) requires annual meeting. Elections for >100 lots trigger separate §209.00593 candidate-solicitation procedures.
If nonprofit-corporation law applies, review §§22.155–22.158, including notice and voting-member-list requirements.
Verify all statutory recipients and the governing-document method, plus applicable Business Organizations Code §6.051/§22.156.
Include date, time, location, specific special-meeting purpose, and remote system/access details when used; review §6.002 voting safeguards.
No substitution of §209.0051 board-meeting rules.
Do not treat 10-day arithmetic as guaranteed compliance.
Curable violation / hearing-rights notice
Case-specific curability, reasonable cure period, authority/policy, prior notices, amounts and certified-mail service require legal review.
Reasonable cure period; there is no universal numeric cure duration.
Hearing request right on or before the thirtieth day after mailing.
§209.007 hearing generally within 30 days after board receives request; hearing notice and intended evidence packet at least 10 days before; statutory postponement rights apply.
Use certified mail to owner's last-known association-records address; §209.006(a) says certified and (b)(4) also requires verified mail. No default email substitution.
Required contents include violation description, amounts due, reasonable cure date, hearing-request right and active-duty military/SCRA rights statement.
If cured within applicable cure period, no fine for that violation. No automatic fine at expiry.
Not for uncurable/health-safety, emergency, repeat-notice exception, litigation or collection matters. Verify §209.0061 enforcement policy.
Chapter 720 covers qualifying Florida corporations operating mandatory-membership residential communities with statutory assessment authority (§720.301(9)); verify recorded documents and §720.302. Primarily nonresidential communities/commercial-industrial parcels are excluded; CDDs are excluded from the definition. No blanket declaration-date cutoff is asserted.
Condominium distinction: Not for Chapter 718 condominiums, Chapter 719 cooperatives, Chapter 721 timeshares, or nonmandatory Chapter 723 associations except express statutory incorporation. Do not import condominium rules.

Annual / special member meeting notice
Review bylaws, corporate law, calling authority, recipients, voting/election materials, accessibility and actual delivery/posting plan.
§720.306(2) annual meeting follows bylaws; (3)–(4) special meeting notice must specify purposes and business is limited to them.
§720.306(5) provides a 14-day actual-notice default where bylaws do not provide member-meeting notice. Resolve any bylaw variation rather than asserting a universal default.
For 100+ parcels, §720.303(4)(b)1.l requires website/app notice and agenda 14 days before; relevant agenda/voting documents 7 days before.
Actual notice by mailing, delivery or authorized electronic transmission; review §720.306(5) affidavit filed with official records.
Electronic meeting notice requires written consent under §720.303(2)(c)1, not merely an email address.
Required website/app posting is additional, not an automatic replacement for actual notice.
No Chapter 718 condominium election process.
Members/parcel owners have at least three minutes to speak on an item under §720.306(6).
Recall, assessments, amendments and election procedures need separate review; Chapter 607/617 may also apply.
At least 14 days' written notice of hearing right; hearing within 90 days after issuance.
At least three eligible independent board-appointed committee members; not simply the board.
Separate outcome notice within 7 days after hearing. If approved uncured fine, payment date at least 30 days after delivery of outcome notice. No presently payable fine in initial notice.
Owner's designated mailing/email address in official records and applicable occupant/licensee/invitee sought to be fined/suspended.
Required content: alleged violation, specific cure action if applicable, hearing date/location and telephone/electronic access; owner has remote attendance right.
Committee majority only confirms/rejects board proposal; do not use Texas request-to-board procedure.
Cure protection under §720.305(2)(e): cured before hearing or in specified manner means no fine/suspension.
Screen fine/suspension limits, access protections, §720.305(7) exceptions and other law. No automatic penalties, liens, foreclosure or fee threats.

Member meeting notice: review required
Actual declaration/bylaws, articles, authorized caller, membership list, agenda and delivery consent are unknown. No universal Ohio notice period can be safely applied.
Review governing-document meeting rules first. Section 1702.18 generally uses a 10-to-60-day window unless articles or regulations provide otherwise; do not hardcode it as universal.
Section 5312.02(B)(8) permits meeting email with prior written owner authorization. Check applicable corporate delivery rules and member record addresses.
Member meetings are not board meetings. Election, amendment, remote participation, quorum and proxy requirements need separate review.
Hearing request is receipt-based, not ten days from the letter date. Cure date must be reasonable. Requested hearing must precede levy; hearing notice needs at least seven days.
Use personal delivery, certified mail with return receipt requested, or regular mail under § 5312.11(D)(5). Section (C) expressly permits the initial notice by email to an address the owner previously supplied in writing; reconcile the provisions with counsel before email-only use.
Limited to a continuing, curable violation. Do not automatically impose any assessment on a timer. Preserve the owner’s hearing right and any stronger document protections.

Member meeting notice: review required
Cannot safely choose a universal seven-day period or certify notice without association documents, corporation status and delivery facts.
POA § 55.1-1815(G): annual/regular notice at least 14 days; other meetings at least seven. Incorporated associations require additional § 13.1-842 review, generally 10–60 days and 25–60 for specified fundamental actions.
Revalidate for use on or after January 1, 2027: § 13.1-842 has an enacted replacement effective that date.
Mail to each member’s lot address or supplied alternate; hand delivery requires written certification by the designated officer/agent. Email requires member election and mail fallback after an undeliverable return.
Not a board-meeting notice. A replacement election meeting after annual-meeting cancellation must state its election purpose.
Allow a reasonable correction opportunity. Virginia supplies no universal fixed cure period here.
Written notice to the meeting-notice address identified by § 55.1-1815.
Do not insert an automatic fine, access suspension, lawsuit or other unreviewed consequence.
Violation hearing notice: review required
No proposed sanction or action is safe to generate without express governing authority and case-specific review.
At least 14 days’ advance hearing notice after a reasonable cure opportunity. Deliver the result within seven days after the hearing.
Hearing notice and result: hand delivery or registered/certified mail with return receipt requested, to the association address of record. Email or ordinary mail alone is not the stated route.
The notice must identify actions that may be taken; a generic “further action” placeholder is insufficient. No automatic penalties.
The South Carolina HOA Act covers a declaration-based entity managing a planned community or horizontal property regime where ownership requires contributions to common expenses. It excludes vacation time-sharing plans governed by Chapter 32. It does not provide a general formation-date exemption. Determine whether the association is incorporated under the South Carolina Nonprofit Corporation Act; this controls important meeting and records rules. Older domestic corporations may be covered by §33-31-1701, not merely their current label. Governing documents must meet §27-30-130 recording requirements; rules and amendments must remain accessible and be recorded by January 10 following adoption to remain enforceable. Review actual recorded documents and corporate status.
Condominium distinction: The HOA Act definition includes horizontal property regimes, but Chapter 27-31 also applies. Recorded bylaws govern administration and must provide the method of summoning co-owners. Do not assume a condominium is exempt from the HOA Act or treat nonprofit corporate status and property type as the same issue.
South Carolina HOA Common-Area Maintenance Advisory

Check county recording and availability of the cited rule under §27-30-130; adoption alone does not establish continuing enforceability.

South Carolina HOA Owner Annual Budget Request
Prepare an owner-to-association request, not a bulk notice to parcel owners. An owner in an association within §27-30-120. This narrow request covers the annual budget only. Nonprofit-Act associations use §33-31-1602; §27-30-150 extends the specified inspection provisions to other HOAs for annual budgets and membership lists. This template intentionally does not request the membership list or claim a universal right to every association record. Source review: October 22, 2026. Not attorney approval; check the HOA guide before use.
Give written notice at least five business days before the requested inspection date under §33-31-1602. This is an advance-notice rule, not an automatic five-day production deadline.
Do not expand this budget request into an all-records demand for an unincorporated HOA. Condominium co-owners may have additional rights under §27-31-180, which this form does not exhaust.

Nonprofit HOA Member Meeting Notice — Review Required
Corporate status, actual members, bylaws, authority, meeting purpose, delivery/effective dates and transaction-specific materials cannot be validated by a general parcel-owner list. Keep out of the release workflow pending association-specific review.
§33-31-705 requires notice consistent with bylaws in a fair and reasonable manner. Its safe harbor is 10–60 days before the meeting; when mailed other than first-class or registered mail, 30–60 days. Other means can be fair and reasonable, except notice of the listed special matters must comply with subsection (c). Do not label 10 days a universal rule.
Apply §33-31-141 notice effectiveness: received; five days after correct first-class mailing; signed registered/certified return-receipt date; or fifteen days after other-class mailing, as applicable. Do not calculate only from the document date.
Annual meetings are required at the bylaw time. Under §33-31-702, special meetings are called by authorized persons or on signed, dated demands from 5% of voting power; verify record date and full procedure before an owner-demanded meeting.
Verify bylaw method, current member address list, record date and evidence of notice. Website posting alone is not automatically sufficient for incorporated HOA member meetings.
For remote participation, verify board authorization and member/proxy identity procedures under §33-31-701(g) or §33-31-702(f).
Special-meeting notice must describe its purpose; only matters within that purpose may be conducted.
Annual/regular notices must describe the matters listed in §33-31-705(c)(2), including covered amendments, mergers, dissolution and other specified member approvals. Supply all additional materials required by the specific transaction statute.
§27-30-140’s 48-hour budget-increase notice does not apply to HOAs incorporated under the Nonprofit Corporation Act.
Horizontal-property regimes also require review of their recorded bylaws under §§27-31-150 and 27-31-160.
Noncorporate HOA Budget-Increase Meeting — Review Required
Association corporate status, decision-making authority, governing-document procedure and actual notice timing need verification. This is not a general 48-hour HOA meeting template.
Provide homeowners notice at least 48 hours before the meeting. Verify actual timing and any longer or additional governing-document requirements.
§27-30-140 permits a conspicuous common-area posting, an association website posting, email, or bylaw methods that ensure actual notice. Keep evidence of the chosen method and timestamp.
The statute does not itself establish who may approve the increase, a universal quorum, or a standalone power to levy an assessment. Verify the recorded documents and legal entity.
Do not import an annual-meeting notice rule, universal board-open-meeting requirement, or condominium rule from another state.
