Build a North Carolina property owner mailing list.
Use ParcelNotice to turn selected North Carolina parcels into a reviewed property-owner mailing list. The free map tool connects to NC OneMap for all 100 counties and can also import an existing CSV. From the same recipient list, you can prepare property notice letters, #10 envelopes, or Avery 5160 mailing labels.
This workflow is useful for survey introductions, engineering project updates, neighborhood meeting invitations, utility work, and construction correspondence. Start with a small batch and verify the records before mailing.
1. Choose a county and find the properties
Open the free parcel and mailing tool, select North Carolina and your project’s county, then search by property address, owner name, or PIN / parcel ID. Add the properties from the results or by clicking parcels on the map. The map selection supports up to 250 parcels per batch.
For a compact project area, use Draw selection area, place the boundary points, and finish the area. Check the selection before continuing: the area you draw can include properties you did not intend to contact. Use Reset to clear the selection and start again.
2. Build the list your project needs
You can change counties while keeping the parcels already selected. Review each parcel’s county and identifier so a project near a county boundary includes the intended properties. For a Wake County project, follow the Wake County mailing-list guide.
If you already have a spreadsheet, save it as CSV and choose Import CSV. Match the owner, mailing-address, property-address, and parcel-identifier columns when prompted. Keep ZIP codes and parcel identifiers as text in your spreadsheet to preserve leading zeros.
3. Verify the owner’s mailing address
Continue to recipient review. The property address identifies the selected site; the mailing address identifies where the owner receives correspondence. They may be different, and an owner’s mailing address can be outside North Carolina. Review names, address lines, city, state, and ZIP before generating documents.
Check the source dates shown for each record. NC OneMap aggregates county parcel information, and update dates vary. Resolve missing addresses or uncertain ownership against the county’s current records. GIS parcel boundaries are not a boundary survey.
4. Choose how to group recipients
If the same owner and mailing address appear on several selected parcels, the grouping option can place those properties in one letter. It groups matching names and addresses; it does not determine whether differently named owners are the same person. Review joint ownership and shared mailing addresses yourself.
5. Export the list or prepare the mailing
Use Export selection CSV to save the parcel records and your recipient corrections. The CSV keeps one row per selected parcel even when letter recipients are grouped. Download the file before closing the tab; ParcelNotice does not keep your project records on the site.

Before you send the notices
ParcelNotice prepares documents for you to download and print. It does not mail letters, identify everyone legally entitled to notice, or certify that a mailing meets a required deadline. The recipient area, wording, delivery method, and timing need to be checked for your project.
